Annual Meeting agenda and conversation to get to the Aunnual Meeting

Over the past 2 weeks I have been in conversation with the synods secretary and CPA advisory. I have read Roberts Rules of Order and talked with the Bishop. Even after all this, I am beyond confused as to how the order of the next series of meetings and conversations should both legally and emotionally go.
I had advice that the 3 dates full of conversations and votes should be just one long meeting and after each conversation to call a recess and reconvene at ___ date. The other suggestion is to present an agenda, call a meeting and have someone from the floor allow a person (the facilitator of the conversation) to have a voice but no vote. It's a little confusing because we are including some of the conversations into our regular annual meeting - so my suggestion is to not do this. There are things that are normally voted on and discussed at annual meetings that really make no sense for us to do at this annual meeting - until we know the future direction of the congregation - like vote in a new council or approve a budget.
Both ways of handling the meeting were presented to the council: recesses and separate special meetings or conversational forums. In the end the council voted on the second option. This made it a little tricky because we now have to vote on a budget and a new council just to later vote on something different at another special meeting of the congregation - really with any option the congregation votes on for the future. This is very confusing to me. I just pray the process of discussion will be fruitful and by the time we get to the last set meeting and come together to vote on the future of the congregation most people will have felt heard and will understand where the motion came from.
